EU Crafts $962 billion show of force to halt Euro crisis
European policy makers unveiled an unprecedented loan package worth almost $1 trillion and a program of bond purchases as they spearheaded a global drive to stop a sovereign-debt crisis that threatened to shatter confidence in the euro. The European Central Bank will counter "severe tensions" in "certain" markets by purchasing government and private debt. This should be more than sufficient to stabilize markets in the near term, prevent panic and contain the risk of contagion. The package was much higher than expected, and represented an audacious step for a bloc that had been criticized for acting tentatively, and without unity, in the face of a mounting crisis. Clearly this call for closer monitoring of government finances and more rigorous enforcement of the deficit-limitation rules. The vow to push budget shortfalls below the euro's 3 percent limit echoes promises that have been regularly broken ever since governments in 1999 set a three-year deadline for achieving balanced budgets.

China clears murderer after 'victim' shows up alive
A Chinese man who spent almost 10 years in jail for murder has been freed after his supposed victim was found alive. Zhao's conviction for murder was reportedly based mainly on a confession. His brother said police had forced him to drink chilli-tainted water and set off fireworks above his head to extract one. Correspondents say convictions in the Chinese court system are strongly dependent on confessions, motivating police to use force to get one. Henan Provincial Higher People's Court has ordered an investigation into the case and the original judges will be punished.
China disbars two human rights lawyers
Two Chinese human rights lawyers who have represented Falun Gong defendants were permanently disbarred Friday after being accused of disrupting courtrooms. In a Beijing Municipal Judicial Bureau hearing last month, Liu Wei and Tang Jitian were accused of breaking laws by disputing court rulings as they defended a Falun Gong practitioner in Luzhou. The group Human Rights In China (HRIC) reports that the lawyers participated in filing a complaint with the Beijing Public Security Bureau alleging that the Beijing Municipal Bureau of Justice and the Beijing Lawyers Association were effectively blackmailing lawyers by charging high fees for annual registration. Li Subin, the lawyer in charge of the complaint, suggested that the lawyers' disbarment is a result of their role in filing the complaint. An HRIC spokesperson criticized the decision to disbar Tang and Liu: "In revoking Tang's and Liu's licenses because they withdrew from a show trial in which the judge had made it impossible for them to do their work, the Beijing Bureau of Justice has made a mockery of justice and the rule of law.’ Both lawyers said they planned to appeal the decision vigorously.

Obama 'to nominate Elena Kagan for Supreme Court'
Obama will nominate Solicitor-General Elena Kagan to the Supreme Court. If confirmed, she would be the youngest member and the third woman on the court as well as the first justice in nearly four decades not to have been a judge. The 50-year-old former dean of Harvard Law School has spent much of her professional life in academia. Her staunch advocacy of gay rights may concern Republicans, who have also expressed concerns about her lack of judicial experience. She would also be questioned as to whether she was qualified. Kagan's academic writings are largely non-ideological, and she would have no paper trail of judicial opinions available for scrutiny.
EU official backs Bolivia nationalization
A senior European Union official has said Bolivia has the right to nationalize companies as long as they are offered "fair compensation". Kenneth Bell, the head of the EU delegation to Bolivia, said nationalization was a sovereign right of the Bolivian government.

Lawmakers are considering legislation that would ban investment banks from betting against their customers.
Turkish parliament approves constitutional reforms
The Turkish Grand National Assembly on Friday approved a series of constitutional amendments which had been proposed by the ruling Justice and Development Party (AKP). Changes in the reform package include an overhaul of the Constitutional Court, changes to the Supreme Board of Judges and Prosecutors (HSYK), and new limitations on the power of military courts. Proponents of the reforms insist they are necessary in order for Turkey to meet the democratic and human rights standards required for admission to the European Union (EU). Opponents, however, contend the reforms are meant to consolidate power and to bring the traditionally secular judiciary and military under control of the government. The reform package received enough votes to send it to a nationwide referendum but failed to garner the two-thirds majority support needed to enact the law immediately. Opposition parties have indicated they will attempt to block the referendum through an appeal to the Constitutional Court, but they must obtain the signatures of 110 supporters in parliament before the appeal can proceed. If the referendum proceeds, it is expected to occur before the end of July.
Wall Street share plunge to be investigated by SEC
The US financial watchdog has said it will look into stock market activity which led to the Dow Jones share index plummeting 9% at one point on Thursday. The Securities and Exchange Commission said it would "review the unusual trading activity" and "take appropriate steps to protect investors". Industry and government officials are trying to figure out what caused the 16 minutes of chaos Thursday that left the Dow industrials down almost 1,000 points. There are rumors the drop may have been caused by an erroneous "fat finger" trade at a Wall Street bank. The term refers to when a trader enters data incorrectly.

The car bombing attempt in Times Square has been a wake-up call for counterterrorism officials. For years, the U.S. seemed largely immune to homegrown terrorism, but experts think the recent attack is more proof that has changed.
Kenya AG publishes draft constitution
Kenyan Attorney General Amos Wako on Thursday published the country's draft constitution, which proposes more balance of power in the government. President Mwai Kibaki, Prime Minister Raila Odinga, and Vice President Kalonzo Musyoka have all supported the proposed constitution and have urged citizens to approve it in a public referendum to be held within 90 days. Despite the government leaders' widespread calls for cooperation and support, the proposed constitution still faces criticism, particularly from Kenyan religious figures who oppose the draft's position on abortion, marriage, and divorce. The president's Cabinet members have encouraged the religious leaders to support the draft constitution and then pursue their goals through the political process after the constitution is ratified.
