US urges 'cyber hygiene' effort
The US government has urged all internet users to play their part in protecting the network from attack. The call comes at the start of National Cyber Security Awareness month. The Homeland Security Department said "all computer users, not just industry and government, have a responsibility to practice good 'cyber hygiene'". Security experts agree and have said users need to think before they click as part of an effort to highlight how vulnerable e-mail is to cyber scams. A recent report claimed e-mail spam is on the rise and accounted for 87% of all e-mail sent in August. "E-mail is a critical application so users need to think before opening that mail," said Rohyt Belani, the founder and chief executive of Intrepidus Group, a security consultancy. "Our studies have shown that within the first hour of someone receiving a phishing e-mail, 60% of people click on them. That is not enough time for the security folks to act." Phishing attacks are specifically aimed at getting people to divulge personal information like social security numbers or bank details. Attackers may send an e-mail that appears to legitimately come from a credit card company or a financial institution requesting information that is then used to steal the users' identity. The theme for this year's national cybersecurity awareness month, which is sponsored by the Homeland Security Department, is "our shared responsibility". The campaign, now in its sixth year, was given a boost Wednesday when the Senate passed resolution 285 to support its goal to make U.S. citizens more aware of how to secure the internet.
UK Supreme Court judges sworn in
The Supreme Court, housed at Middlesex Guildhall, replaces the Law Lords as the last court of appeal in all matters other than criminal cases in Scotland. The court is independent of Parliament and will hear the most important cases. Lord Phillips, President of the Supreme Court, said the change in form was important for judicial openness. The judicial function of the House of Lords, whose powers had evolved over centuries, ended with the swearing in of Lord Phillips. The justices wore black robes threaded with gold, replacing the full-bottomed wigs, robes and breeches of the lords.
Bill would make ratings agencies share liability
A key House lawmaker wants to make credit rating agencies — which have been widely criticized for failing to give investors adequate warning of the risks in subprime mortgage securities that triggered the financial crisis — responsible for each other’s assessments by holding them collectively liable for inaccuracies. The new draft bill includes a plan meant to address what critics contend is the crux of the current system’s problem: companies that issue securities — as opposed to investors — pay the agencies for ratings of those securities.
Underground economy
A problem that afflicts an increasing number of countries, especially developing ones, the informal or underground economy is an old phenomenon: it is the same age the State does and which was born with the need of evade taxes. Communist China marks 60th year
National Day is an annual highlight for the Chinese government, but extra effort has been made to mark the 60th anniversary. The day started with vast lines of tanks, soldiers and missile launchers parading through the capital Beijing. Later, in Tiananmen Square, there was a spectacular fireworks show and a concert of patriotic songs and dancing. However in Nepal, police detained more than 70 Tibetan exiles who marked the day with a protest against Chinese rule in Tibet. "Today a socialist China that faces the future is standing tall and firm in the East," he declared President Hu, speaking from the same spot where Mao had stood 60 years ago to formally proclaim the founding of the People's Republic of China

9 smart ways to cut marketing costs and improve results

SMART WAY #1: Don't use mass marketing to deliver your message. When you deliver your marketing message through newspaper ads or TV commercials, you're using the most expensive type of marketing. You're using media time and space to explain how you can help a person solve his problems. Instead, I suggest you use the media not to deliver your message, but to offer your message. Then, when interested prospects call your office, send them your information packet by mail. This allows you to deliver much more information to the person who is interested -- and gives you the person's name and address for your mailing list.
SMART WAY #2: Don't spend money on four-color brochures. They're expensive and, in most cases, not necessary. The only time you need full color is when you're marketing something colorful, such as art or gemstones. And even then, you can often find alternatives that are less expensive than brochures, such as photographs. If you want a colorful "coffee table piece" to impress your prospects, your clients or yourself, that's fine. But don't expect it to be a cost effective part of your marketing program
SMART WAY #3: Don't use institutional ads. For decades institutional ads have made impressions on audiences without generating measurable results. But what good is an impression if you don't know the identity of the person on whom you made the impression. I urge you to use a method that's accountable -- a method that generates inquiries from genuine prospects -- so you can tell what works and what doesn't.
SMART WAY #4: Don't use media publicity merely to gain exposure. Media exposure usually doesn't directly affect your bottom line. To increase publicity's effectiveness, use it to establish credibility and generate inquiries from qualified prospective clients.
SMART WAY #5: Simplify your newsletter. Many lawyers produce multi-page newsletters that cost a fortune to design, print and mail. Remember, the purpose of a newsletter is to deliver information and reinforce why prospective clients should choose you over other lawyers. A simple educational Alert of even one or two pages works just fine. Your newsletter's size is not nearly as important as how often you mail it and the value of the information you present.
SMART WAY #6: Don't serve food at seminars. People attend seminars because they want information. When you advertise that you're serving food, you attract people who want to eat, not listen. I've promoted hundreds of seminars and I assure you that you don't need to feed people to get them to attend. You simply need to offer facts your prospects want -- and then market your seminar so prospects understand what they'll learn.
SMART WAY #7: Stop outbound telemarketing. I've never heard anyone say he likes to be solicited by telephone. I urge you to invest in a marketing program that attracts qualified inquiries. Then you won't need outbound telemarketing and you won't create a bad impression on a prospective client.
SMART WAY #8: Deliver an educational message. People want information. That's why they surf the Internet -- attend seminars -- and request free information. When you use my method of Education-Based Marketing, you mail free information to prospects who request it. This gives them the information they want -- and gives you a mailing list of prospective clients. What could be easier!
SMART WAY #9: Hire an independent consultant. If you want to avoid the high costs of ad agencies and p.r. firms, I urge you to look for an independent consultant. I've found when I hire a private consultant, I'm paying for knowledge, skill, judgment and experience -- not expensive overhead. This is especially true in marketing.

Gas
La brasileña Neogás prevé invertir US$ 40 mlls. durante los próximos cinco años para la instalación de plantas de Gas Natural Comprimido (GNC) en Perú. Con las plantas la compañía prevé abastecer con el hidrocarburo proveniente del yacimiento Camisea a las industrias y estaciones de servicios alejadas de la red principal de distribución, al mismo precio del gas que viene de la red.
Turismo
El grupo venezolano Cisneros invertirá US$ 2.000 mlls., durante los próximos 20 años, en un proyecto turístico de la República Dominicana, denominado "Tropicalia". El proyecto de turismo sostenible está ubicado en la comunidad de Miches, El Seibo. La Organización Cisneros organiza un conglomerado de empresas privadas de medios de comunicación, entretenimiento, telecomunicaciones y productos de consumo.
TAM
La brasileña TAM Airlines firmó un convenio con Austrian Airlines, integrante de Star Alliance, para permitir que los miembros del programa TAM Fidelidade puedan acumular y rescatar puntos en los vuelos operados por la empresa europea a partir del 1 de octubre. En tanto, los pasajeros de Austrian Airlines que utilizan el programa Miles & More ya cuentan con ese beneficio desde febrero de 2008.
Cobre
El grupo minero global Xstrata dijo que parte de sus embarques de cobre a través del puerto de Antofagasta en el norte de Chile presenta retraso en su despacho, debido a una huelga de estibadores de la terminal. La producción de la mina Lomas Bayas y de la fundición Altonorte, filiales de Xstrata Copper, es despachada por el puerto de Antofagasta, ubicado a casi 1.400 kilómetros al norte de Santiago.
Cerveza
La gigante de bebidas mexicana FEMSA dijo que mantiene conversaciones con varias empresas para explorar oportunidades en su negocio de cerveza, que dio origen al grupo y que es considerado como un atractivo objetivo de compra en la consolidación de la industria. Una fuente ligada a FEMSA dijo que hay conversaciones sobre la posible venta de sus operaciones de cerveza con la británica SABMiller Plc y la holandesa Heineken.
Fed draws Court's eyes in Lehman bankruptcy
A court-appointed examiner investigating Lehman Brothers Holdings Inc.'s bankruptcy has been exploring whether the Federal Reserve improperly cut in front of other creditors owed money in the $613 billion bankruptcy case, records show. Billing records filed with the court show the examiner is investigating an issue that has angered many of Lehman's creditors: how the Federal Reserve and the New York Fed -- which lent Lehman $46 billion in cash and securities before its bankruptcy filing last September -- were paid promptly and in full, while tens of billions of dollars in other debts were left to be sorted out in court. It remains unclear when and how much Lehman creditors will be repaid.
Nestle to stop Mugabe milk deal
Nestle says it will stop buying milk from a farm owned by the wife of Zimbabwe's President Robert Mugabe. Nestle said it bought milk from farms including Grace Mugabe's Gushungo Dairy Estate to help the country as its dairy industry neared collapse. The farm was one of many seized from white farmers under Mr Mugabe's controversial land reforms. Nestle said its temporary arrangement had now come to an end.
BAE Systems faces bribery charges
UK defence giant BAE Systems faces corruption charges after the Serious Fraud Office said it would ask the Attorney General to prosecute the firm. The SFO has been in negotiations with BAE but the sides could not agree what the firm would admit or the fine due. The case refers to allegations BAE paid bribes to win contracts from several nations in Africa and Eastern Europe.
Iran 'to allow UN nuclear visit'
A senior U.S. official in Geneva calls the meeting of six Western nations with Iranian envoys the beginning of an "extraordinarily difficult process" and says Iran must address suspicions about its nuclear aspirations. Iranians, however, want wide-ranging talks and insist they won't discuss the issue if it veers beyond a general conversation about nuclear technology. Iran has agreed to let the IAEA visit its newly unveiled uranium-enrichment facility, the EU's foreign policy chief says.
Dozens of Zelaya supporters held
Honduran security forces have raided a building and say they have arrested more than 50 supporters of ousted President Manuel Zelaya. Soldiers and riot police surrounded the building in Tegucigalpa where the protesters had camped out for weeks. The dawn raid took place under the interim government's controversial decree suspending civil liberties. The arrests were made at the National Agrarian Institute, police said.
Mexico's 'La Familia' cartel mixes spiritualism, crime
The Mexican government's war against drug cartels over the past three years has claimed more than 11,000 lives, snared thousands of alleged criminals and brought down scores of politicians. One of the newer cartels being pursued by President Felipe Calderon's administration is La Familia, a group that mixes politics, spiritualism and violence.
Former French PM gives evidence
Former French Prime Minister Dominique de Villepin has given evidence in a Paris court, denying any role in a plot to discredit President Nicolas Sarkozy. It is alleged that de Villepin tried to manipulate a judicial investigation to hurt Mr Sarkozy's chances of winning the 2007 presidential election.
Obama hails Senate climate bill
Obama has welcomed the publication of a bill to combat climate change. The bill, sponsored by leading Democratic senators, would establish a "cap and trade" scheme to cut greenhouse gas emissions. But observers say the bill will face a tough test in the Senate, as senators from both parties are wary of passing a bill that they say could harm the US economy.
Google bosses on trial in Italy
The trial of four Google employees has begun in Milan with an engineer from the search giant giving evidence. The employees are accused of breaking Italian law in allowing a video of a teenager with Down's Syndrome to be posted online. The case, subject to lengthy delays, could have major ramifications for content providers around the globe.
California mulls legalising marijuana
In 1996, voters in California approved a referendum that made it legal for the first time in decades in the US for people to consume cannabis for medicinal purposes. More than a dozen states have followed suit since and several others - the most recent of which is Massachusetts - have approved laws decriminalizing the possession of small amounts of the drug. Now, there are moves afoot in California to go further to fully legalize marijuana.
RBS, Lloyds send `shocking' $4.5 billion to plug Irish real-estate losses
Royal Bank of Scotland Group Plc and Lloyds Banking Group Plc, rescued by British taxpayers last year, injected 3.03 billion euros ($4.4 billion) into their Irish units during the past 10 months amid rising real estate losses.

World Bank head sees dollar's role diminishing
The dollar will face more competition from the euro and China's renminbi, said Robert Zoellick, adding that America's days as an unchallenged economic superpower might be numbered. In the next 10 to 20 years, he said, the dollar will face growing competition from China’s currency, the renminbi. Though Chinese leaders have minimized their currency’s use in international transactions, largely so they could keep greater control over exchange rates, Zoellick said the renminbi would “evolve into a force in financial markets.”

ICC to to prosecute suspects for Kenya 2007 post-election violence
International Criminal Court (ICC) chief prosecutor Luis Moreno-Ocampo announced Wednesday that the ICC will prosecute the most responsible parties for the December 2007 Kenyan post-election violence now that Kenya's September 30 deadline to establish an appropriate tribunal has lapsed. Because Kenya is party to the Rome Statute, Moreno-Ocampo may prosecute suspects for crimes over which the ICC has jurisdiction. In a three-pronged approach, other perpetrators will be prosecuted in national accountability proceedings to be defined by the Kenyan government, while a truth and reconciliation commission will investigate the extent of the conflict and suggest ways to prevent similar violence in the future.
Tempted by foreclosure crisis, some lawyers overcharge & underwork
The foreclosure crisis has resulted in a lot of work for lawyers hired to try to help struggling owners hang onto their homes. But it has also resulted in a record number of complaints concerning claimed unscrupulous practices, some of which have already led to disciplinary action. “There has definitely been a trend in the last six months or year where attorneys are having some involvement in loan modification scams,” says Arne Vanstrum of the Florida Bar.
Judge axes attorney from criminal case, says he ‘played a major role’
Attorney Rufus Cook can't continue to represent a defendant accused of defrauding real estate investors because he "played a major role in these underlying transactions," a federal judge in Chicago says. U.S. District Judge James Zagel removed Cook from the case Tuesday, after prosecutors accused him of receiving nearly $500,000 from the defendant in the alleged Ponzi-like scheme
Trustee cites 2003 problem in Madoff account
One big investor in Bernard L. Madoff’s vast Ponzi scheme was having trouble getting his money back from Mr. Madoff at least as early as September 2003, according to a court filing on Thursday by the trustee liquidating the Madoff estate. On several occasions, Madoff was only able to pay “a fraction of the amount” requested by the investor, Jeffry M. Picower, the court document asserts. That failure to pay should have put Picower on notice that Madoff’s money-management business was a fraud, it continued.
