Karadzic to open defence at trial
Former Bosnian Serb leader Radovan Karadzic is due to begin outlining his defense as his genocide trial at The Hague resumes. The trial has been adjourned since November after the tribunal appointed a lawyer to represent Karadzic. He has been conducting his own defense and boycotted the start of the trial in October, claiming he needed more time. He insists he is innocent of all 11 charges from the 1992-95 Bosnian war, but has refused to enter formal pleas. The International Criminal Tribunal for the former Yugoslavia (ICTY) entered a "not guilty" plea for him, but Karadzic has refused to attend court sessions. On Monday he is expected to begin a two-day opening statement before prosecutors present their first witness on Wednesday. Karadzic faces two charges of genocide - including the killing in Srebrenica of more than 7,000 men and boys - as well as nine other counts including murder, extermination, persecution and forced deportation.
EU: Goods made at Jewish settlements are not Israeli
The European Court of Justice has ruled that Israeli goods made in Jewish settlements in the occupied West Bank cannot be considered Israeli. This means goods made by Israelis or Jews in the West Bank cannot benefit from a trade deal giving Israel preferential access to EU markets. EU import duties on Israeli goods from the settlements may now be imposed, making them less competitive. Jewish settlements in the West Bank are illegal under international law.
U.S.-UBS deal is undermined by Swiss ruling
A Swiss court ordered tax officials to drop two more cases involving account holders of the banking giant UBS, adding urgency to the government's effort to find a political solution that would preserve a data-sharing agreement with American regulators. The Federal Administrative Court, in a decision published on Friday, told Switzerland's tax authority to comply with an earlier ruling that blocked it from sending American regulators information on 26 UBS customers. The court, located in Bern, said Switzerland could lift bank secrecy rules only when there was evidence of tax fraud. The decision increases pressure to find a way to salvage the agreement to hand over data on as many as 4,450 UBS account holders as part of an American crackdown on tax evasion. Parliament, however, may be asked to approve the settlement to get around the court rulings.
Congress approves Patriot Act extension absent new privacy measures
The US House of Representatives on Thursday approved a measure to extend expiring provisions of the USA Patriot Act with no new privacy measures. Representatives voted 315-97 in favor of the measure, which would allow federal authorities to conduct "roving" wiretaps, to compel the production of business, medical, and library records, and to track so-called "lone wolf" suspects who are not affiliated with an organization or country, so long as they are not US citizens. The vote came just one day after the Senate approved the extension. The American Civil Liberties Union (ACLU) criticized the extension, with Director of the ACLU Washington Legislative Office Laura Murphy saying: "Congress refuses to make reforming the Patriot Act a priority and continues to punt this crucial issue down the road. Once again, we have missed an opportunity to put the proper civil liberties and privacy protections into this bill. Congress should respect the rule of law and should have taken this opportunity to better protect the privacy and freedom of innocent Americans. We shouldn't have to live under these unconstitutional provisions for another year.

Europeans offered browser choices
From 1 March, Microsoft will ask millions of Europeans if they want to use a web browser other than its own. Windows users will be offered the choice as part of a deal Microsoft struck with the European Commission. The agreement resolves a long running case in which the software giant was accused of abusing its market position. A pop-up window will prompt people to choose and install one of 12 different browsers or let them stick with Microsoft's Internet Explorer.
Twitter and Facebook access for US troops
US troops are to be allowed to use social networking websites such as Twitter and Facebook following a review of internet use and security. Defense department officials say the benefits of using social media now outweigh the risks to security. The ruling means that a number of sites blocked by the Pentagon in 2007 - including YouTube - will be unblocked. However, commanders will be able to temporarily block access to safeguard missions or save bandwidth. Correspondents say social media and the internet are becoming increasingly important for the US military.
Colombian judges deny Alvaro Uribe third term poll
The Colombian constitutional court has rejected a referendum which could have led to Uribe running for a third term in office. The court voted 7-2 against a proposal backed by parliament to hold a vote on amending the constitution to allow for three terms.
Uganda gay bill critics to deliver petition
Campaigners opposing Uganda's anti-homosexuality bill will take a petition to the speaker of parliament signed by 500,000 people from around the world. The petition is the latest attempt to halt the bill, which carries the death penalty for some homosexual acts. Obama has called the proposed legislation "odious".
Ex-Enron CEO challenges statute
It is a 28-word word law federal prosecutors have used for more than two decades to send high-profile public officials and corporate executives, including former Enron Corp. chief executive Jeff Skilling, to prison. But the law's future could be in doubt. Skilling's appeal of his convictions - in which he challenges the statute, calling it unconstitutionally vague - is to be heard by the US Supreme Court today. The law is an addendum to the mail and wire fraud statute that makes it illegal for officials, executives, and others to scheme to deprive those they serve and possibly others of "the intangible right to honest services.''

Coca-Cola Co. was sued by Guatemalan workers who say they endured a "campaign of violence" by people working on behalf of bottling and processing plants Coke owns or owned there after they engaged in union activities.

Buyout firms are poised to spend $9 billion in Brazil on everything from infrastructure to oil exploration as the economy recovers from a recession, the nation's private equity and venture capital association said.

Toyota accused of withholding data
The chairman of a House committee that questioned Toyota executives this week about the carmaker's recall accused the company on Friday of withholding documents while fighting lawsuits filed by crash victims. Representative Edolphus Towns, Democrat of New York, said that Toyota's actions amounted to "a systematic disregard for the law and routine violation of court discovery orders," based on files obtained by the Committee on Oversight and Government Reform from a former Toyota lawyer. Towns asked the chief of Toyota's United States operations, Yoshimi Inaba, who testified before the panel, to explain why the documents had not been released to plaintiffs' lawyers.

A senior Justice Department official said he was looking into the deletion of former Bush administration lawyers' emails related to legal opinions authorizing waterboarding and other harsh interrogation measures.
Russia court rules civil cases tried in Europe rights court must be reconsidered
The Constitutional Court of the Russian Federation ruled Friday that Russian courts must reconsider civil cases decided by the European Court of Human Rights (ECHR), ordering legislative amendments. The rule previously applied only to criminal and arbitration cases. The decision stems from a complaint brought by three Russian citizens who won legal battles in the ECHR, only to find that Russian courts would not rehear their cases. The courts had cited Article 392 of Russia's Civil Procedure Code, which does not explicitly enumerate cases tried by the ECHR among cases that can be retried.
